The Second Chance Program in Ensenada State Prison
The Second Chance Program, a prison-based drug and criminal rehabilitation program using the technology of L. Ron Hubbard, was founded by Rick Pendery in the Ensenada State Prison in Baja Mexico in 1995. Rick had an extensive background in drug rehabilitation, business consulting and inner city development. In 1996 he was joined by Joy Westrum, who had a successful background in education, public and government relations. Together they expanded the program into what some officials have stated is the most successful prison-based rehabilitation program in the world. When the program started, heroin usage by inmates exceeded 90%. Violence in the prison was rampant and riots were routine. 70% of those discharged returned to prison. Now, officials report drug use has been cut by 90% and recidivism has dropped from 70% to 10% for those who participated in the program. Each year 400-500 inmates are being rehabilitated. The Mexican government now plans to include every inmate in the prison on the program. The VIVE Program in Mexicali, Mexico Joy Westrum and Rick Pendery then founded the V.I.V.E. Program, a community-based crime prevention program used by police and schools. This program addresses the need for effective prevention so youth would not end up within the prison or justice system. The program has received extensive interest from individuals and officials around the world, and Rick and Joy are currently working to expand the program throughout Mexico and to the rest of the world.
