First of all, I would like to say that this program helps the staff tremendously because of its calming effect on the juveniles involved. These minors became noticeably less hostile to each other and the staff, and no longer lose their tempers. They began to speak to us (the staff) with much more respect than before and stopped speaking to us in gang language. Even their vocabulary was much improved. I personally noticed that when the parents of the Criminon students came to visit on Sundays, they were given much more respect by their children than before.
One of the extraordinary results of this program has been several minors admitting to me that they now feel remorse for what they have done in the past. This type of statement is highly unusual.
Finally, I would like to say that the minors involved in the Criminon program have not been in lock down for a long, long time, and we do not have disciplinary problems with them.
I highly recommend this program. In my opinion it should be mandatory for all minors who come to Juvenile Hall.

Take care of your planet and it will take care of you. That's the national theme of "Safeguard and Improve Your Environment" campaign sponsored by The Way to Happiness Foundation Detroit Chapter. The campaign aims to bring attention to the fact that everyone can do something about his environment and make his city or country a better place to live.
A commonsense book entitled The Way to Happiness counsels that if the environment is not safeguarded and improved, The Way to Happiness could have no roadbed to travel over at all.

We've had a very good response from the people in our community since distributing The Way to Happiness many people (dozens) have called and asked for more copies to share with friends, some going as far away as Mexico and Guatemala with the books.
At my sister's housing project there were a lot of problems between tenants, disputes, lack of respect and a LOT of crime. I told the building manager about the books, and then she gave them out at the monthly tenants meeting.
She told me that as a result she noticed a significant change in the way they were treating each other it was a very positive change. And the crime rate was going down too. This was from the book.
We have some children of teenage years and younger in our neighborhood who were having a lot of fights, name calling, picking on each other, causing a lot of animosity it got totally out of hand.
I gave them the books and I saw their whole attitude change they were no longer fighting, instead they started to work together they started a soccer team, and a basketball team, and started being friends again.
These are very definite results I have personally seen, and there are more. Thank you very much for the books, which we are using to improve our community!!

Mr. WILSON: Mr. President, I rise today to commend the students and faculty of Delphi Academy for winning first place honors in the "Set a Good Example-Don't Use Harmful Drugs" contest.
The war on drugs is a multifaceted battle fought at every corner of our society. It is a war that has ravaged our streets, our schools, and our homes. Too many members of our Nation are being damaged by this war. Too many children have become casualties of this conflict. We, as a society, must fight this battle with every ounce of strength that we possess in order to rid ourselves of this scourge on our country.
The Concerned Businessmen's Association of America has responded to the drug crises with its "Set a Good Example" Program. This consortium of business leaders has devised an effective project targeted to winning the drug war at the most tragic battlegrounds: our Nation's schools.
"Set a Good Example" is an annual contest that recognizes and awards student-designed programs to educate themselves on the evils of drug use. The contest is designed to encourage student involvement to help their peers who are prone to drug use to just say no. For the past 3 years, this program has proven to be both a successful and inspirational way of getting students and educators behind the effort to eradicate drug abuse in our Nation.
Inspiring is certainly one way of describing the efforts of the students of the Delphi Academy, the first-place winners in the "Set a Good Example" junior high school competition. Theirs was certainly a tremendous achievement.
The students of Delphi employed many effective means to get their anti drug message heard not only in their students distributed The Way to Happiness booklets to inform the community of how being drug-free can lead to healthier and happier lives.
Further, the students circulated a pledge sheet and obtained 2,000 signatures from people who agreed to set a good example and not use harmful drugs. Students wrote to Government leaders, sports figures and celebrities, informing them of their campaign. The students would later receive letters of support from the Oakland A's, the San Francisco Giants, the San Francisco Forty-Niners, the Palo Alto School Board, Congressman Tom Campbell, and Gov. George Deukmjian.
Finally, the students planned and held an anti drug rally on April 7, 1990. These remarkable young individuals planned all facets of the rally, including writing promotional advertisements for the local media, designing T-shirts, and preparing songs and speeches to be read by the students.
In recognition for their outstanding efforts, the mayor of Palo Alto proclaimed April 7,1990, "Set a Good Example Day" in the city.
The work of the students of Delphi Academy must certainly be commended. They have chosen to use their position as students to help their peers and the community. These young men and women have decided that drugs cannot be tolerated and have worked to help stop their use. Their program was inspirational. Their determination was outstanding. Their message was phenomenal.
Our students will be the ones who determine our Nation's policies in the future. If Delphi Academy students are representative of the Nation's young people, then we can look toward the future with confidence that we will live in a country free of the evils of drugs.
Mr. President, I commend the Concerned Businessmen's Association of America and its chairperson, Barbara Ayash, for giving students the opportunity to play an important role I our anti- drug crusade.
